WorkFlow Stages behavior needs improvement

The application is allowing the user (who is not the actual assignee) to complete the workflow that wasn't assigned to that user. Due to this behavior, there seems to be a problem while publishing the article as the actual assignee doesn't know that his workflow is completed. Please do refer to the video recording.

This is one part. The actual issue is slightly different. The intent behind workflows is to ensure that process is followed. For example, we have to ensure that every article has to go through each step - that includes peer review. What's happening now is that writers can move articles through the workflow - and skip stages. This is impacting quality. So the ask is if there are 3 stages in a workflow, authors should be able to only move the article to the next stage. And whoever it is assigned to in the next stage, only they can move it to the next.
