A "Suggesting mode" is implemented in both Google Docs and MS Word. This feature is required for true collaboration. I see that this feature has been requested before, but the requests were closed because of the existing commenting feature. Commenting is not the same as being able to edit or markup the content itself. Here is one of the other times this was requested:
