make the feeback of "like" or "dislike" as fixed"

Now the feeback is optional to be filled, i need to fix the feeback when someone give a "dislike" which means if you click dislike, you need to fill the feeback so that the administrator can know the reason. i need this feature . can you make a option to let the administrator to set up the feeback as fixed or optional ?
