Make comments compulsory when an article is "Disliked"

When a customer clicks the Thumbs Down icon on an article and doesn't include a comment, we have no way of knowing what the issue is and how we can improve the content.
We'd like to make a comment compulsory when they click Thumbs Down.

I agree, but I don't want to see a requirement for leaving an e-mail address.
