In long tables, users have to scroll down to the horizontal scroll bar if text is horizontally hidden. This is cumbersome if they want to scroll an upper table row where the horizontal scroll bar is too far down. Instead, table rows should always be horizontally scrollable regardless of the position of the horizontal scroll bar at the bottom.
