Links to H4 headings when H4 turned off in contents pane

When you add links to a H4 heading in another article it only goes direct to that heading if H4 is enabled in the contents pane. If H4 is not selected to show in the contents, it will take you to the top of the article when you link rather than to that heading.
We would like to not show H4 in the contents pane, but still link to H4 headings and have it go to that heading in the linked article if possible.

The customer would like the ability to control which heading levels (H2, H3, H4, etc.) appear in the Table of Contents on a per-article basis.
Currently, the option to include heading levels in the Table of Contents is applied globally and cannot be adjusted for individual articles. This means that if H4 is enabled, it appears in the ToC for all articles — even if it's not relevant for some.
The customer is looking for more flexibility to tailor the Table of Contents based on the structure of each article. For example, they may want to show H2 and H3 for most articles, but include H4 for longer or more detailed content where deeper navigation is helpful.
This feature would help improve the reading experience and maintain clarity across different types of content.
