On a fully public knowledge base site, readers cannot generate a combined, category-level PDF; multi-article export is currently limited to private sites and to logged-in readers of mixed-access sites.

Allow category-level (multi-article) PDF export to be enabled for public knowledge base sites, independent of reader access mode, so anonymous readers can generate and download a combined PDF for a whole category without logging in.

Benefit: Readers working without reliable internet access can obtain a single, complete set of documentation for a product area in one download, without needing an account or a login step.
