Add a tags endpoint to D360 API

We are wanting to start tagging articles with different keywords to help "bucket" information across our help center based on various attributes. One thing that is currently holding us back is the fact that we cannot access which tags are present on an article from the D360 API. Having a "Tags" endpoint would allow us to connect D360 hosted information to other surfaces that our team uses and ensure that we can organize our content in a more scalable way long-term.
