Ability to add interactive buttons in an article

To be more inclusive and make it easier for users to navigate to links and downloadable files, especially if users are visually challenged or are accessing content on a mobile device or other type of small screen; it would be helpful to have an option of interactive buttons in our articles, similar to the button feature available on our documentation-portal home page.
The buttons would behave similarly to standard buttons on webpages and in software UIs. For example:
- Hovering over them should change their appearance so the user knows it's interactive.
- They should change appearance again when they are selected/clicked.
- They should be configurable to trigger either a download or a navigation to a link.
- When they contain links, whether they open in a new browser tab or the same one should also be configurable.
- When we insert a downloadable file in an article, we would have the option of using a button for the Download action, rather than just the Download icon shown at right in the attached screenshot. In other words, would like to have the option to change the type of display that is in the attached screenshot to the type in the attached video (though ideally the appearance of the green button would also change in appearance when it is hovered over).
- Would like buttons to be customizable in terms of shapes, sizes, and font styles.
